Priscian is one of the most powerful men in Valenpoint, perhaps even in Eryx. As the absolute ruler of Spinal, he controls the only passage between Valenpoint and the rest of the continent, and if his plans to dig a canal prove successful, he will also control the only direct passage from the the Bay of Valen to the Sea of Turmoil. Given this vast power and the great wealth of his city-state, most would be surprised to find out how thin a line the man must walk every day of his life.
The wealth and geographic importance of Spinal is precisely the reason why Priscian is in eternal danger. The Samaran Empire has retreated from the region for many years now, but as demonstrated by the brief foray of one of their legions into the city during the recent war with the undead, the empire still sees Spinal as theirs. It is a distant province, that governs itself and has not paid due tribute in a long time, but it is seen as a province of the empire nonetheless. Priscian must, on the one hand, avoid antagonising the remote, slowly-crumbling but still mighty empire, while at the same time keeping his population of proud, freedom-minded Valenish subjects satisfied in their liberty. Every overture in one direction might leave him exposed to a deadly reaction from the other.
It speaks to Priscian’s skill that he has managed to rule for over a decade now, given that the previous two kings of Spinal didn’t last half as long. The man believes that if he can stay his course for just a short while longer, the Empire’s continued deflation and Spinal’s growth will free him from his current prison, enabling him to turn the city-state into the great power it so richly deserves to be. For the moment, however, Priscian and Spinal rest on the edge of a knife.
