Seldarra was once a kingdom of elves, ruled by a high elven monarchy. It was a living remnant of the time of Elven might, an enduring royal family and heritage that could trace its history all the way back to the times before the world-splitting wars that saw the Dark Elves forced underground.
For a long time this nation was a slowly-dimming beacon of elven culture, separated from its former allies as every other elven nation fell through some tragedy or other over the millennia,. Few could see much hope for it. The kingdom’s last queen saw to the change that set it on a new course, though she did not live to see her reforms truly take root.
Though the reforms had started before that, the crucible of six centuries of war against the Samaran Empire brought to the fore the sheer necessity of the new ways, and gradually hammered the dross out of Seldarra. Having outlived the hey-day of the Empire, the Free Nation is now arguably one of the greatest powers in the world, and many wonder what its next move will be.
Seldarra is ruled by a Council of Nobles, an elaborate system guarantees a constant rotation of these leaders, with a High Consul being the highest authority and final decision-maker in the nation. While the position of High Consul has no explicit limit of duration, most are lawfully ousted after a few decades at most, as their policies become outdated or their popularity with the rest of the council wanes.
Significantly, not only elves preside in the Council. Any elf, half-elf or elf-friend of any race may be elevated to nobility in Seldarra, and all nobles can aspire to a career in the Council. While the majority of the Council and almost all Consuls have been elves (with a very high proportion of High Elves, in fact), the Council is nonetheless populated by humans, dwarves and gnomes, all of whom get to put the concerns of their people before the government. The result is a nation that, though slow in deliberation, is incredibly resilient in the face of adversity.
Although Seldarra rules only over a thin spur of land hidden away behind a thick range of mountains, they nonetheless claim fairly extensive lands beyond that territory, seeing those are their due heritage, despite having not effectively ruled over that land for over a millennium. Many expect that the Free Nation will soon expand into this territory, though it is yet uncertain how the current inhabitants will be vassalized.
